The panel heard support for S2597, which would establish a four-year Career and Technical Education (CTE) Partnership Grant program to increase access to vocational and technical education across the state.
"I want to thank Senator Gopal for posting this bill, which would increase access to career and technical education programs," Jackie Burke of the Council of County Vocational and Technical Schools said, describing demand that currently leaves many qualified applicants waiting for seats. Burke cited earlier grant rounds (2014–2017) that enabled 12 districts to launch 23 programs serving more than 1,500 students as evidence the approach can work.
Speakers said increased grant incentives could help districts partner with employers and community colleges to expand capacity, but some witnesses warned that state funding formulas leave certain districts with limited ability to raise aid; committee members recorded a vote to release the bill.
