Arlington County’s Board on March 14 approved amendments to the Barcroft Apartments Program‑Wide Affordable Housing Financing Plan to permit permanent off‑site relocation of over‑income households in future phases of the project. The Board also approved an Affordable Housing Financing Commitment Letter to 1100 S. Thomas Street Owner, LLC (an affiliate of Jair Lynch Real Estate Partners) to support rehabilitation of the RB 3 phase, along with a Consent Letter to facilitate receipt of Virginia Historic Rehabilitation Tax Credits for the Alpha 1 phase.
The Board authorized and directed the County Manager, with the concurrence of the County Attorney, to execute the financing commitment and consent letters and to approve any revisions necessary to remove ambiguity or improve the County’s financial position so long as the revisions do not adversely affect the County financially. The motions were adopted on the consent agenda by unanimous vote, 5–0.
The financing‑plan amendments and commitment/consent letters were adopted with the understanding that the County Manager may finalize non‑substantive revisions to improve clarity and financial security; the Board’s action also directed staff to coordinate with the Housing Commission and the developer as needed to implement the rehabilitation schedule and secure required tax‑credit approvals.
