MPHA staff told the Budget Committee that the city-funded Emergency Housing Voucher (EHV) program launched in August and is already producing placements. "Since the August launch, we've received 24 referrals from Hennepin County, and 9 of those are still in the intake process, and 7 have been issued a voucher and 2 have already placed their vouchers in units," Dominic Mitchell said.
Mitchell and other staff explained that EHVs are being coordinated with Hennepin County's continuum of care and a service provider network; MPHA said about half of referrals are expected to be individuals and half families. Communications director Drew Hollinan said EHVs are intended to model a federal program and complement MPHA's housing choice vouchers and local partners.
On Stable Homes Stable Schools — a partnership among MPHA, the city, Hennepin County and Minneapolis Public Schools — MPHA staff said the program has assisted 7,994 children and 2,865 families since 2019 and that the combined annual budget (city, county and MPHA) is approximately $7,800,000. Staff noted that EHV funding authority is just over $2,000,000 for the program's first year, with about $300,000 expected to be spent this calendar year and the remainder to be rolled forward.
Council members asked for a written budget breakdown showing all partners' contributions, and MPHA committed to supplying follow‑up materials on program budgets and operating details.
