Robin Seyhead, commissioner of the State Land Department, briefed the joint legislative ad hoc committee on the department’s progress implementing a recently passed continuation bill and on a set of administrative and technical updates.
"We wanted to, take some time to just give you an update on where we are with the, implementation of the requirements outlined in the recent continuation bill," Seyhead said. She listed immediate and multi‑year targets: early website and boilerplate publishing completed in September, exploration‑permit and administrative changes targeted for December 2026, and a conceptual land‑use plan and five‑year disposition plan targeted for completion by the end of calendar year 2027. Seyhead also said the department is revising mineral definitions and expects to finalize a market‑based mechanism for royalty indexing by mid‑2027.
Committee members pressed for clarity on specific timeframes and asked the department to provide written timelines. Seyhead said the department will share the boilerplate materials and timeline documents with committee members and that some deadlines in the continuation bill are already driving the internal work. She framed the updates as both compliance steps and investments in process improvements meant to reduce future application delays.
