Applicant representatives described a proposed operating schedule and operational mitigations; the committee pushed for clear, enforceable conditions on noise, signage, and dumpster servicing as part of the special permit.
Nicholas Salison, representing Stonefield Engineering and Design for the applicant, gave the proposed hours: "05:30AM to 10PM, Sunday through Thursday, and then 05:30AM to 11PM, Friday and Saturday." Because councilors referenced noise issues at other sites, staff recommended and the solicitor suggested language requiring applicants to comply with the city noise ordinance and to include signage asking patrons to limit loud radios while on site. Members also pressed for rules on window signage (temporary signs may be time‑limited under the sign ordinance) and standard dumpster conditions (covered, screened and pickups only between 7AM and 7PM) to reduce off‑site impacts for neighboring businesses and residents.
The committee asked the solicitor to incorporate these items into a revised draft permit that the applicant and solicitor will review together before the committee reconvenes.
