Carl Courad, Director of Facilities and Construction Services, presented the recommended FY27 Facilities Capital Improvement Plan and said the package is intended to prioritize major maintenance and construction projects and to guide county investments. Courad noted the plan is a recommendation only and does not obligate the board financially today; the program as presented could exceed $100,000,000 over five years if fully funded.
Key projects include the Multiple Department Building (in design), a Court Tower and phased renovations of the Center Courts building; staff described "daisy chain" dependencies where some projects must be completed before others (for example, building out court tower space before remodeling floors that will be vacated). Courad said asbestos removal has been underway and that utility upgrades and sequencing will influence timing. Members asked detailed questions about the 10th Floor, building envelope issues, and whether certain interior improvements are cosmetic versus necessary infrastructure upgrades; staff said the 10th Floor requires electrical, plumbing and insulation work in addition to ADA and cosmetic updates.
Administrator Patrice Sutton and staff emphasized the need for a comprehensive capital funding conversation. Sutton said staff will present a comprehensive capital plan next week to show priorities across departments and to build a funding model that could include cash, debt or prefunding strategies; she said the county has some cash and debt capacity but rising costs limit how deeply the cash reserves will go.
