The Village of Elm Grove Board of Trustees voted unanimously on Sept. 29 to approve a professional services agreement with Innovative Public Advisors to conduct an EMS and fire department futures analysis, with the contract capped at $35,000.
Tom, whom the Chair asked to lead the item, said the board had previously selected IPA and that staff and counsel negotiated contract revisions before execution. “So principally reducing the total cost of engagement not to exceed to 35,000, which was the action that was taken last Tuesday,” Tom said. He also described negotiated payment changes: “The original PSA also indicated that there was 50% due upfront upon execution of the agreement. That total has been reduced to 25%, and the remaining, total coverage would be due upon, the village essentially giving a written authorization or acceptance of the final work product.”
Board members confirmed that the revised payment and deliverable steps were acceptable and that the contract had been reviewed at prior committee and board discussions. A motion to approve the professional services agreement was moved and seconded and passed by voice vote without opposition. The board noted it was meeting with IPA within the hour to continue coordination.
The contract delegates project execution to staff and IPA; the board did not detail specific deliverable dates in the public discussion beyond noting an adjusted timeline to accommodate the acceptance process.
