Brandon Brown, introduced by the chair as present and speaking for the Economic Development Corporation, outlined a strategic plan that prioritizes keeping and growing existing businesses in Jefferson County rather than focusing only on recruitment. "Our job is to ensure that businesses can get the right resources when they need it," he said, describing a four-part strategy of retention, financing access (including a rebuilt SBA 504 certified development company), workforce and site assistance, and organizational capacity upgrades such as a CRM.
Brown said the EDC recorded roughly 185 economic contacts in the last year and reported SBA 504 pipeline figures that include multi-million-dollar application value; he said county funding covers roughly 25% of the organization's operating budget and helps sustain day-to-day services. Council members asked for follow-up on how many new, relocated businesses can be directly attributed to EDC work; Brown said that tracking relocations requires capacity the EDC is rebuilding and that some approvals take multiple years to complete. The council thanked the EDC and asked for additional detail on outcomes as the budget process proceeds.
