The proposal negotiating committee (PNC) for the bill-tracking services RFP reviewed proposals and narrowed the field to five finalists, producing merit- and value-based evaluations and recorded demos for members to review in confidence.
The chair summarized the PNC process and noted the proprietary nature of the submissions: "Due to the nature of the proprietary nature of the information in the proposals, the demos will be sent to each LCC member individually along with the PNC's recommendations. We need to make sure that we keep all the information that you receive confidential..." The PNC members were identified in the meeting as Altaf, Matt Billingsley and Shirley. Members asked how many proposals were received; the chair answered, "10 total were received and they narrowed it down to 5."
Why it matters: selecting a vendor for bill-tracking services affects legislative workflow and access to proprietary vendor information; the PNC's merit/value evaluations will guide final selection. The commission stressed confidentiality to protect proprietary materials until a formal award decision is made.
Next steps: video demos and PNC recommendations will be circulated to members so they can review prior to a decision expected later in October; the commission will address award selection in a future public meeting.
