WPCA Chairman Chris Levesque presented a proposal to issue a qualifications‑based Request for Qualifications (RFQ) to secure engineering services for a town‑wide sanitary sewer evaluation study and collection‑system capacity modeling. The planned scope includes GIS mapping, CCTV inspections, flow monitoring, smoke testing and development of a prioritized repair plan for Litchfield and Bantam. Levesque said the study could significantly reduce the need for previously identified treatment-plant upgrades.
The study is estimated to cost approximately $800,000 with an appropriation request of up to $1,000,000 to cover contingencies and preliminary design work. Funding was described as anticipated through the Clean Water Fund and a mix of state grants and low‑interest loan financing; the board approved a motion by Jeff Zullo, seconded by Dan Morosani, authorizing the WPCA to proceed with the RFQ and to coordinate with Bond Counsel and the Board of Finance on appropriation and financing documentation. All voted aye and the motion passed.
