The Harahan City Council on Sept. 28 approved a resolution asking the mayor to impose a temporary moratorium on new mechanic and repair shops, while allowing transfers of ownership for existing locations.
During debate council members said the moratorium duplicates a pending ordinance study by Planning & Zoning. Councilman Asbille moved an amendment to add an explicit exemption: "notwithstanding anything herein, transfers of ownership of existing shops shall be exempted," which the council adopted before approving the resolution.
Supporters said the moratorium buys time for a planning study and for staff to craft clear ordinance language. Opponents raised concerns about the effect on retiring shop owners who need an exit strategy and on property transfers; the exemption was offered to address those points. City Attorney Scott Stansbury advised the council on the ordinance/exemption interplay and the council elected to enact the resolution as a temporary measure until the formal ordinance is considered.
Council recorded the motion and the amendment votes on the record and adopted the resolution as amended; the administration will review ordinance provisions and implement moratorium provisions pending formal adoption of the ordinance.
