Cindy Hill, who lives at 412 Crescioni Drive, told the council she and other residents have been forced to leave their homes on Halloween nights because neighborhood block parties have escalated into large street closures with amplified music, portable toilets and police vehicles blocking access.
"When we attempted to return home around 10PM, we could not access Crestioni Drive because the street was blocked by an unattended police vehicle and a portable toilet," Hill said, and recounted an earlier incident in which strangers entered her home. She told council staff she had asked City Hall about permits and was told none had been issued for the event in front of her house.
Police and council members said organized, large-scale events require approval and paid police details. Chief LaPree said detail officers are placed for safety but apologized for the delay Hill experienced and urged residents to call 911 if they cannot access their home or if someone is in their house. Council members committed to ensure street closures receive council approval and to review enforcement and permitting procedures for Imperial Woods and Crescioni Drive ahead of this year's Halloween weekend.
No immediate permit revocation was recorded at the meeting; council asked staff and the police department to return with options for clearer permitting, noise enforcement, and emergency‑access protections.
