Hampton City Council convened an afternoon work session to review a draft legislative package for the upcoming General Assembly session and to solicit additions before a final vote in November. City lobbyist Ed Reed of 2 Capitals Consulting walked council through the timeline — adoption in November, pre-file deadline on December 1 and the session opening January 11 — and flagged the governor’s December 15 budget amendments as influential to the package.
"The deadline for submitting bills for a pre filed legislation is December 1," Reed said, urging the council to finalize priorities in time to meet drafting deadlines. Reed also summarized roughly 13 priority positions in the package, including a vacant building registry change, a budget request for the Hampton Health District lease, expanded authority for photo monitoring, state support for TDO and mental-health response, and continued resiliency and trail funding.
The conversation moved from Reed’s presentation to targeted questions from council members about implementation details: who would pay to remove derelict or sunken vessels, whether retired officers could return to service without Social Security income caps, and how panhandling concerns intersect with constitutional free-speech protections. Reed and staff committed to follow up with more research and legal guidance.
Council concluded the open session by approving a motion to convene a closed session to discuss Buckroe-area real property, investment of public funds and potential litigation, with the closed session to meet on the 5th Floor of Community Development at 1:45 p.m.
