Mayor and city management raised concerns about an observed increase in shootings and homicides; Chief Soult told council the city was seeing a measurable uptick and outlined a multi-part response that couples enforcement with community outreach. "Our homicides this year compared to last year doubled," the chief said, providing the statistic as context for the proposed actions.
The chief proposed standing up a gun-crime task force by pooling the community response team, the gang unit, detectives and patrol officers, and coordinating more closely with federal and state partners, including the ATF and the commonwealth's attorney. He described analytic work using NIBIN ballistic-linking, plans to redeploy existing cameras and evaluate ShotSpotter in corridors experiencing shootings, and the need to upgrade patrol-car laptops and the department's real-time information infrastructure. The chief noted the department received a COPS grant for five officers and said the department is near its 296 budgeted positions but will request additional resources and a staffing study. Both the city manager and council members emphasized the need to balance professional enforcement with community policing, and asked for future briefings on the youth violence prevention initiative and staffing impact.
