The Pueblo County Board of County Commissioners approved a supplemental appropriation of $548,882.58 to repair and replace courthouse facilities damaged in the 2025 floods.
County finance staff explained that insurance proceeds increase the general fund's authorized spending limit and therefore require a formal board resolution and recording with state financial records. The county CFO (referred to in the meeting record as Choi) told commissioners that an appropriation is the board’s legal authorization to spend public funds for an approved purpose up to an approved amount and that transfers or supplemental appropriations follow a governed process.
Weston, representing the facilities department, said the department budgets insurance claims at $0 until funds are confirmed, and that the department has already started repairs. "We have been doing it over the past year, but we did receive the funds in," he told the board and requested the $548,882.58 supplemental appropriation so revenue and expense lines match.
Commissioners asked clarifying questions about how the county records expenditures and noted the unusual year-end conditions caused in part by a transition to a new financial system. After offering a final public comment opportunity and closing the hearing, the board moved, seconded and approved the amendment by voice vote.
