A public hearing during the Sept. 29 meeting focused on a sewer‑connection request for 21820 Clarksburg Road, a parcel that objectors say lies inside an RE1 zone meant to remain on wells and septic.
John Parrish of Friends of Ten Mile Creek told the council the parcel is one of 16 RE1 properties intentionally excluded from the public water and sewer envelope by the local master plan and urged denial. "Allowing the sewer hookup for the proposed assisted living center would lead to increased impervious surfaces, more stormwater runoff and degradation of water quality," Parrish said. The applicant, Susina Lemma, said the site was chosen because a large 55+ community nearby needs an assisted‑living option and requested the council permit the connection.
The public hearing record will be considered as staff and the Transportation and Environment Committee continue the required review before any final action.
