Staff said the rezoning and the proposed subdivision would be inconsistent with transportation and utility needs and the city's adopted comprehensive plan: "City staff do not recommend the rezoning of this piece of parcel at the present time," the planner said, adding that the city's 2040 plan guides the parcel as Employment Campus. The staff recommendation requested that the council submit comments to the Monticello Orderly Annexation (MOA) Joint Powers Board recommending denial.
Council members discussed the long‑term need for land to support a third interchange and a potential second river crossing in the area and recognized that targeted exceptions might be appropriate in the future. The council moved to recommend denial of the current rezoning request while asking the MOA board to continue discussions about potential rural‑residential pockets consistent with long‑range infrastructure planning; the motion passed by voice vote.
The action is a comment from the city to the MOA board, not a final zoning decision; the MOA Joint Powers Board will hold a public hearing on Oct. 14.
