Multiple public commenters and commissioners urged closer scrutiny of tax-increment financing (TIF) and clearer public access to departmental budgets during the county’s public hearing on the levy.
Alan Seibert of Nebraska Taxpayers for Freedom raised valuation figures and told the board that TIFs can limit political subdivisions’ revenue growth, saying Douglas County’s count of TIFs appeared high. Commissioner Borgeson and Commissioner Morgan agreed TIF is an economic-development tool but suggested legislative or procedural revisions to ensure affected jurisdictions are represented when approvals occur. Doug Kagan and others pressed for a temporary committee and standardized online templates for department budgets so taxpayers can compare year-to-year changes. Commissioners committed to continuing hearings on non-mandated services and improving public reporting.
