Planning staff presented the final plat for Black Tooth Business Park and recommended that planning commission forward approval to the governing body with a condition requiring formal dedication of Heartland Drive through the Whitney Benefits property.
"This is for property located at the bottom of Dry Ranch Road... about 53 acres in size, zoned B 2 Business District," planner Kelly Schroeder Rock said, describing a proposal to divide the site into 15 lots ranging from about 0.84 acres to 12.5 acres. Staff said the subdivision package includes right-of-way dedications, a proposed 20-foot gravel emergency-access improvement to Dry Ranch Road (a variance from full city roadway standards), and the extension of a 16-inch water main and 8-inch sewer main through adjoining property to serve the site.
Staff noted fire-flow limitations on lots 13–15 at their highest elevations and added a plat note that the fire code official may require approved suppression systems at the time of development. Planner Kelly Schroeder Rock said public notice was sent to eight surrounding property owners, a legal ad was published and a sign posted on the property; staff reported no public comments. The recommendation is conditioned on completion and recording of the required Heartland Drive right-of-way dedication.
