During public comment the commission heard from residents who said existing conditions on Heartland Drive and Dry Ranch Road present safety and access problems that development could exacerbate. Jessica White said parking and semi-truck unloading already create blockages and asked whether the project would worsen those issues. "Also, the parking on Heartland Drive is bad already with the businesses there with U Haul, for example," White said, asking whether the city had plans to address on-street parking and construction access.
City Planner Schroeder responded that the proposed 39-foot Heartland Drive includes standard on-street parking on both sides and that off-street parking requirements will apply at building permit review; Schroeder also pointed to code-compliance and community-service officer enforcement options for persistent on-street parking violations. The applicant’s engineer, Drew, told the commission the project team will work to maintain neighbor access during construction: "We'll make sure that that that all the neighbors have access the whole time through construction."
Resident Aaron Whiting described a blind turn at Dry Ranch Road and Brundage Lane and urged vegetation trimming or speed management to reduce crash risk. Schroeder said staff would follow up with county and state jurisdictional contacts and hoped to have answers for the council meeting next week. The commission did not adopt immediate mitigation measures at the meeting but recorded the concerns for staff follow-up.
