The council opened a public hearing on a proposed amendment to Chapter 4-16 of the city code that would allow bicycles, e-bikes (including class 1), e-scooters and mobility-assist devices on specified multi-use trails (including the riverfront multi-use trail and designated trails in DePuy Park) while retaining prohibitions on other park footpaths.
Public comment lasted more than an hour and included testimony from local and regional mountain-biking organizations, recreational users and neighborhood residents. Supporters argued that DePuy's trails have long been used as multi-use routes and that formal approval would enable better signage, volunteer maintenance and youth programming. Opponents and some neighbors urged caution, asking for a trail plan, safety assessments, parking and enforcement provisions and protections for wildlife and quiet uses. Councilmembers and staff said they would refine language, consider restrictions (speed limits, class restrictions, designated trails) and reconvene the hearing on Oct. 26.
