Presenters said a thoroughfare plan and transportation-demand modeling are urgent next steps and noted Morpsey and ODOT had proposed a roughly $60,000 study that could be shared among participating jurisdictions; they urged Dublin to confirm uses for its parcels so modeling and funding requests can proceed. Council members asked how utilities and differing zoning entitlements would be reconciled; presenters said planners and utility providers are working to identify criteria for service-area decisions and that the working group has reached planners' agreement on a recommended future-land-use map to serve as a basis for engineering and economic analysis.
