Town planning staff presented the Biennial Land Development Regulations (LDR) update — a comprehensive package of 55 proposed text amendments that staff said ranged from clerical fixes to substantive policy changes affecting parking, alleys, building massing, trash enclosures and environmental standards.
Planning director Tyler Valentine told the council the package encompassed housekeeping corrections and several substantive proposals intended to clarify past ambiguities and respond to recent development patterns. He said the list arose from ongoing staff experience and planning-commission workshops and included measures such as running Conditional Use Permit review for very large buildings concurrently with development plans, reintroducing limited guest parking for multifamily projects (one guest space per 15 units with exemptions), raising minimum on-site snow-storage from 2.5% to 5% (with an exemption for 100% deed-restricted housing), and more prescriptive trash- and recycling-enclosure dimensions following hauler feedback.
Councilors expressed concern about the breadth of the changes and the amount of public review needed. After public commenters urged more time and technical stakeholders asked for detailed review, a motion to continue the item passed; the council continued the biennial LDR text-amendment update to the October 19, 2026 meeting to allow further review, public comment and targeted workshops.
Council members and staff emphasized the option to separate lower-impact housekeeping items from more significant policy items if the council wishes to accelerate some clarifications; however, the council chose a full continuance to allow time for targeted follow-up and stakeholder meetings.
