Kenneth Odom, senior planning staff, told commissioners staff recommended approval subject to four conditions but noted the building is configured primarily as warehouse space and that no final tenant had been identified. Neighbor Dennis Soucy raised traffic worries, saying the adjoining road is a narrow dead‑end where "there is no way to turn around a semi or large box truck on that road without coming on to my property." Applicant Travis Aldana of Aldana Contracting said the site was designed to allow box trucks to back up to bay doors, but he acknowledged he could not guarantee what future tenants might instruct delivery drivers to do.
Commissioners pressed staff and the applicant on emergency access and enforceability. Staff said the location cannot accommodate 18‑wheelers and suggested adding a condition limiting delivery vehicle length to an equivalency of a fire pumper truck; code enforcement limitations were flagged because officers must witness violations to act. Commissioner Mike Behar moved to deny the SUP, arguing the application was inconsistent with LDC section 2.8.2.D and the county comprehensive plan; Greg Lord seconded and the motion carried.
The denial means the parcel will not receive the special allowance that would have permitted warehousing in the B‑2 zone; the applicant may pursue alternative paths, including redesign or appeal to the Board of County Commissioners. The chair noted the case record will move to the county commission with the board's recommendation.
