Stephanie Bartlett of the division of traffic management asked council to authorize and appropriate up to $62,304 from the Franklin Park Westfield TIF to renew Centriq’s SPM (Signal Performance Measures) software for five years and to waive competitive bidding because PathMaster is the sole distributor of Econolite products in Ohio. Bartlett said SPM monitors 25 intersections on several corridors and provides offset, split and cycle optimization and before-and-after analysis tools to reduce travel times and improve safety.
Councilman Driscoll and others expressed concern about using capital/TIF funds for subscription-based software and asked for a long-term plan for spending TIF balances; Bartlett said she would supply additional information by referral. The item was recommended SEP procedurally with council members signaling the need to consider overall TIF strategy.
