Staff presented proposed amendments to R277‑421, the out‑of‑state tuition reimbursement rule, intended to simplify procedures and remove programs that no longer exist from the deduction list used in calculations. MSP administrator Dale Frost explained that the rule's current dates sometimes unfairly deny reimbursement when districts submit late and that the recommendation removes outdated program references while preserving the core reimbursement calculation. "So the main changes are simply to remove the programs," Frost said during the briefing.
Committee members asked whether language should allow districts a window (for example, 30 or 60 days) to submit materials after receiving bills from another state district; staff said they could add timing flexibility. The committee moved to continue and approve the draft on first reading and forward it for a second reading; the motion passed with one member abstaining (member August). The rule will return for final board consideration after incorporation of staff edits and any additional timing language the committee requests.
