The Licensure Committee approved draft 2 of board policy 3006, the USBE data governance plan, and forwarded it to the full board, while several members pressed staff to address artificial intelligence and data‑storage clarity in associated rulemaking.
Ben Rasmussen, director of policy, told the committee draft 2 had been approved previously by this committee and the board had referred the draft back for more discussion on where data should be stored. Chair Carey said she was surprised that the policy and related rules did not explicitly mention artificial intelligence and said she would not bring an amendment on AI today because staff is developing a holistic AI approach: "I noticed that we don't mention artificial intelligence at all." Katie Chalis, director of privacy, said the conversation about storage had arisen and that the intent was to address some of those data‑storage questions in R277‑487.
Committee members asked whether the policy should require data be stored in the United States and whether contractors should be included; staff and privacy office representatives cautioned that requiring U.S. storage for all third‑party contractors would have broad technical and contractual implications and asked for time to draft clearer language. The committee voted to approve draft 2 and forward it to the board; the motion passed unanimously.
