City outlines plan for emergency family shelter at 4280 Columbine with winter opening targeted

Cole Chandler, executive director of the Department of Housing Stability, told the committee the city is preparing to open an emergency family shelter at 4280 Columbine Street in Council District 9, with capacity for up to 20 families and roughly 60 individuals. Staff described the site as a semi‑congregate facility (shared bathrooms and eating spaces with some private family spaces) intended as an entry point into the shelter system rather than a long‑term housing solution.

Chandler said the building was purchased by the city in early 2025; general services will make capital improvements funded by a capital allocation approved in June. "This site can accommodate up to 20 families and approximately 60 total individuals," Chandler said. Staff described a community engagement process that began in August, a community information meeting on Sept. 15 and continuing follow-up with neighbors; council offices and the RNO were engaged, staff said.

Committee members pressed for operational details: staffing and services, restrooms and showers (the site will be semi‑congregate with staffed restrooms), food and supply provision (contractor is expected to provide three meals and supplies), parking limitations (street parking only) and school coordination under McKinney‑Vento for school‑aged children. Staff said the provider will maintain case management on site and work with the connection center to triage families into longer‑term options.
