The district council directed staff to prepare an order of approval with conditions for the Saddle Ridge specific design plan (SDP2025015) after hearing public testimony and applicant presentations.
Emery Huang of the Park and Planning Urban Design Section summarized the application, describing a development split into northern and southern parts with townhomes and detached dwellings across about 289.36 acres. Resident Mark Calhoun, who lives adjacent to the site, said traffic and safety at his driveway have become hazardous and requested a reduction in housing density: “The purpose of me coming up here today is to basically object to this project,” he told the council, describing multiple collisions near his home.
Applicant counsel Matthew Tedesco said the project has a long permitting history, emphasized that the current plan is within prior entitlements and that the proposed SDP reduces density compared with earlier approvals. Tedesco noted the ADQ certificate and trip caps established for the property and summarized woodland-preservation measures and parkland conveyance. After discussion, Councilmember Harrison moved to direct staff to prepare an approval order with conditions; the motion carried 6-0.
