Council member Veil Adams Stafford convened the Education and Workforce Development Committee on Sept. 28, 2026, to receive preliminary recommendations from the county s Literacy Commission. Dr. Roopirakan, director of the committee staff, said the commission has met four times and identified five recurring themes that shaped early recommendations: instructional coherence, consistent implementation, cross-organization coordination, equitable access, and accountability. "The goal is to better strengthen the literacy ecosystem in our county," Dr. Roopirakan told the committee.
The presentation listed specific preliminary proposals: strengthen evidence-based core instruction and targeted interventions (including implementation of the science of reading and progress monitoring); create a continuous birth-to-3rd-grade literacy pathway that ties kindergarten readiness to family supports; develop coordinated family and community literacy strategies; establish a sustained countywide literacy coordination framework; create a centralized literacy resource and navigation system for residents; design an equitable summer and out-of-school literacy strategy; and expand pathways from adolescence into adult workforce literacy. Dr. Roopirakan said the commission will refine partner responsibilities, measurable outcomes and resource considerations; preliminary recommendations were noted as due by Sept. 30, 2026, with final recommendations due Dec. 15, 2026 and the commission s term ending Dec. 31, 2026.
Committee members asked for specifics on implementation gaps; Dr. Roopirakan pointed to inconsistent classroom implementation and gaps in family supports as drivers of widening literacy disparities. The chair requested DIBELS and outcome measures as the commission finalizes metrics, and staff indicated those data and more detailed implementation plans will be provided as the commission moves toward its deadline.
