Commissioners ratified participation and cost‑share agreements for two Emergency Watershed Protection projects—South Ranch and the Leroy and Mary Martin project—citing urgency and grant deadlines. Staff explained the NRCS EWP program covers 75% of construction costs and 100% of engineering; the state and landowners cover remaining shares in standard cost‑share arrangements. Because of tight grant timelines (projects must be completed by Oct. 15), staff requested authority to execute agreements immediately and ratify them at the meeting.
The board also ratified a contract for services with Bolton Construction for the South Ranch and Martin EWP projects in an amount not to exceed $117,446.50. Commissioners said Bolton was the lowest responsive bidder that met qualifications and noted the work covers two family properties under one contractor. The motions passed by voice vote; the county indicated the state and landowners will cover portions of the non‑NRCS share for these projects.
