City Manager Krieger told the council the next major analytic milestone will be a rate study expected in June next year, which staff will use to evaluate how different procurement paths could affect customer bills. Krieger said staff will align the decision‑framework rubric with the rate‑study results and present recommendations before the council makes any binding procurement commitments.
Krieger also said staff will continue cost‑benefit analysis for battery storage and other technologies and that the council’s straw‑poll guidance (focus on options 1 and 3) will frame staff work in the coming months. "In 2027 we will be doing a new rate study, and recommendations will be presented... in conjunction with the evaluation of these remaining options," Krieger said. Councilmembers asked staff to ensure that affordability comparisons include retail and wholesale benchmarks and to compare Naperville to nearby joint action agencies as well as ComEd.
