Brandon Parker, speaking during the agenda-item public-comment period, welcomed the city's move to shorten Minnesota Power's franchise agreement from 10 years to three and urged the council to use the renegotiation to press for higher fees from large power consumers. "It's a welcome change to see the city's agreement with Minnesota Power lowered from a 10 year to a 3 year agreement," he said, adding that higher residential and commercial rates could raise millions for the general fund and help reduce reliance on property taxes.
Parker also raised questions about Resolution 810, a proposed amendment to the standing rules to add a code of conduct. He asked whether the code is intended for council members, the public or both and whether it would address alleged microaggressions on the dais or constrain public participation. The council received the comment; Council discussion later tabled the code-of-conduct item for further consideration.
