Tow operators told the committee the current DPS approach — a list meant to distribute calls but subject to officer discretion — leaves companies uncertain about assignments and creates perception of favoritism.
Ryan Boyd of the Department of Public Safety said, "DPS policy is generally to have a list and try to equitably distribute the calls where we can," but acknowledged discretion exists for safety reasons. Operators asked for a data-driven dashboard with call volumes, dispatch counts, response times and anonymized contractor identifiers so the committee can evaluate distribution and cancelation patterns.
DPS staff agreed to run an initial report for committee members but cautioned that building an automated public dashboard would require analysis of IT costs and implementation details. Industry speakers suggested anonymizing company names in public displays while providing full company-level data to committee staff for accountability.
