A motion to reconsider the commission’s Sept. 14 hiring-freeze decision failed on Sept. 28 after a divided debate about management flexibility and fiscal caution.
Commissioner Kelly moved to rescind the hiring pause and argued the city needs flexibility to fill essential roles; she said managers should not be hampered when operational needs exist. Mayor Ford and other commissioners said the pause is a reasonable short-term measure while the city waits for the Nov. 3 Amendment 3 ballot outcome. The motion to reconsider fell on a 2–3 split and did not achieve the affirmative votes needed to rescind the freeze, so the temporary hiring pause remains in place.
City Manager Kevin Hogancamp told the commission the city has already completed one critical hire (finance director) and that other operational postings could be managed within the pause. The vote reflects commissioners’ differing priorities between immediate staffing flexibility and preserving options to respond to potential revenue shifts.
