Board members discussed the draft language and requested minor edits: explicitly spell out acronyms (MA, CSP), include a statutory citation (Wis. Stat. 51.42 was proposed), and note that the resolution had originated in Sawyer County. After discussion, the board moved to refer the resolution to the legislative committee for formal recommendation; the chair called for a voice vote and members answered in the affirmative. No final state action was assured: the referral will allow the legislative committee to review wording and next steps before any full-board or intercounty action.
Board members noted the statewide fiscal implication if the state adopts full reimbursement: staff estimated a $41,000,000 lift statewide for all 72 counties if GPR were used to cover the non-federal share. The referral preserves the board's interest in pursuing state funding while allowing legislative committee review of statutory citations and wording.
