Department staff proposed adding a small emergency fund line (initial recommendation of $100,000 reduced in the proposal to $25,000) to respond to emergent community needs such as food pantry shortfalls, severe-weather shelter openings and short-term assistance when federal benefits are delayed. "We originally asked for a $100,000 to give us our ourselves some wiggle room when folks come to us and ask for help...so we kept 25 in there," the presenter said (Department presenter, Speaker 2).
Board members discussed the purpose and limits of the fund: it is intended to fill short-term gaps for community partners and emergency responses rather than to be an open grant line for ongoing partner requests. Members recalled responses to the Menasha tornado, porta-potty and hand-washing station needs, and asked whether any requests had been turned down previously for lack of funding; staff said some requests had been denied when they did not meet grant definitions, but the emergency fund is designed to cover sudden local needs outside the scope of grants. The board did not take final action but the proposal was discussed for possible inclusion in budget amendments or the legislative committee's review.
