A council amendment adopted Sept. 28 expands Playbook OP's universal-design appendix to move beyond site access and toward meaningful participation for children with disabilities. The amendment spells out design elements such as continuous accessible surfacing throughout primary play zones, components that engage physical, sensory and cognitive abilities, integrated seating, shade, and fenced or otherwise physically bounded play areas.
The amendment's proponent argued that simply allowing access to a park is not sufficient: "We can check a box and say that something's accessible because a child using a wheelchair can get to the park, or we can go a step further and make sure that child can actually participate," the councilmember said. The committee adopted the amendment by voice vote and then approved Playbook OP with the amendment incorporated.
Staff pointed to Appendix C (section C-4) as the location for the new language; the change was described as a substantial edit that had been discussed in prior committee meetings in May and July. The amendment explicitly calls for play areas to include features that let children using mobility devices take part in active play such as balance and swinging.
