James Hedrick, executive director of Rockville Housing Enterprises, told the committee RHE serves roughly 1,400 families and outlined how Road to Housing provisions could help small housing authorities.
"We have about, 1,400 families give or take on any on any given day between our voucher programs, our tax credit properties, our public housing and our various programs," Hedrick said, explaining RHE's portfolio composition. Hedrick highlighted that inspection streamlining and advanced inspection lists could help small landlords accept vouchers faster and reduce administrative burdens.
Hedrick also described the county’s David Skoll public housing property—76 units that he said need substantial interior investment. He said continued declines in public housing operating and capital funds make full rehabilitation infeasible without conversion to RAD or other financing structures. Hedrick urged the county and HOC to consider how new federal flexibilities and funding programs could be applied to small-agency portfolios.
He closed by expressing cautious optimism about some Road provisions but stressed the need for clarified regulations and funding to make them actionable for smaller housing authorities.
