At the start of the meeting a resident described three incidents involving CAP Metro operators, including a Sept. 18 boarding where the speaker said the bus doors closed on them and later alleged the driver repeatedly accelerated and braked, "jerking the people." The speaker said they filed a claim with Edwin Easton and urged the agency to reexamine hiring, training and operational policies.
Later in the meeting, Zenobia Joseph addressed items on the consent agenda and challenged staff language that emphasizes ridership over coverage. Joseph criticized sampling in the agency's outreach and reported photographs and observations of removed trash cans at multiple stops. During her remarks she said, "the ridership language is a falsehood," and asked the board to consider how proposed changes would affect transit-dependent riders and people experiencing homelessness. The speakers sought follow-up and sensitivity to low-income riders; the board acknowledged the comments and proceeded with the scheduled votes.
