The Green Country Workforce Development Board and the Local Elected Officials (LEOs) of the Green Country Workforce Development Area adopted a consortium agreement that formalizes cooperation among 18 counties to administer federal WIOA funds.
The agreement lists Adair, Cherokee, Craig, Creek, Delaware, Mayes, McIntosh, Muskogee, Nowata, Okmulgee, Osage, Ottawa, Pawnee, Rogers, Sequoyah, Tulsa, Wagoner and Washington counties as parties and cites the Workforce Innovation and Opportunity Act (Public Law 113-128) as the statutory basis for interlocal cooperation. The document states: "This Consortium Agreement is among the counties of Adair, Cherokee, Craig, Creek, Delaware Mayes, McIntosh, Muskogee, Nowata, Okmulgee, Osage, Ottawa, Pawnee, Rogers, Sequoyah, Tulsa, Wagoner, and Washington counties, in conjunction with lead cities of hereinafter referred to as 'the Parties.'"
The agreement sets an initial term beginning July 1, 2025 and ending June 30, 2026, with automatic one-year renewals unless a participating county gives written notice to withdraw by January 1 of the year termination is to occur. It also includes a formal nondiscrimination and Equal Opportunity statement noting compliance with WIOA program requirements and availability of auxiliary aids for individuals with disabilities.
The adoption formalizes roles and processes for regional planning, budget approval, and CLEO oversight required under WIOA, and creates a legal framework for cooperative administration of workforce funds across the region.
