Michael Kerrigan, Special District Administrator in Development Services, explained that nine related items would separate the consolidated service plan for Green Valley Ranch East Metropolitan Districts (6–14) so each district has its own standalone service plan. He said the amendments update boundary exhibits, remove outdated Aerotropolis language, allow alternate public‑meeting locations and virtual meetings, and for District 12 add approximately 16.8 acres to include new Clayton Properties development.
Kerrigan said the service plans for Districts 9–14 add the authority to use special improvement districts (SIDs) under constrained conditions: SID assessments must be fully repaid by issuance of a certificate of occupancy and any lien must be relinquished before title transfers to a homeowner, and all SID debt must count toward the district debt caps (which are unchanged). He told the committee the items will go to an Oct. 12 study session and, if advanced, to the Oct. 26 City Council meeting where each district will have its own public hearing.
