For 2nd grade, NWEA projections showed about 35.5% of students currently on track to hit STAR reading 'meets'; the district proposed an interim goal of 39% at year end and an accelerated growth target tied to the 75th percentile on growth measures for students in K–2. Staff said the interim measures will be returned to the board in January and October for refinement and year‑to‑year comparisons.
