The Santa Clara County Board of Supervisors unanimously endorsed the 2026–2030 Community Plan to End Homelessness after a lengthy staff presentation and discussion. K.J. Kaminski, director of the Office of Supportive Housing, described the plan as the result of more than a year of community engagement and evidence review; Ray, chief operating officer of Destination: Home, called it a “shared north star” to coordinate public, private and nonprofit efforts. Kaminski said the plan sets numeric targets — including increasing prevention capacity and housing 3,000 households per year by 2030 — and adds a new emphasis on embedding people with lived experience into governance and design.
Supervisors pressed staff on implementation details during the discussion. Vice President Arenas asked how the county will ensure fidelity to evidence‑based strategies across participating cities; Kaminski said the office will use subregional plans and existing dashboards to track local alignment and progress. Supervisor Du’o’ng and others asked for clearer, disaggregated benchmarks for race, ethnicity and gender; board members requested that the Office of Supportive Housing report back to HLUET with updates on subregional implementation and that progress be included in the annual supportive‑housing dashboard.
The board voted unanimously to endorse the plan and directed staff to return with subregional plans and periodic progress reports, including disaggregated outcomes for groups flagged in the Latino Health Assessment and the Critical Action Plan for Unhoused Women and Girls. The endorsement does not itself enact new funding; Kaminski and speakers noted the plan’s targets assume continued and new revenue sources, including continued advocacy for state and federal funds.
What’s next: staff will finalize subregional plans by fall, coordinate city council endorsements, and provide an annual public progress update in spring and HLUET updates as requested.
