HOME consortium to award $1.7M to YWCA Harbor House affordable housing project

Staff told the Finance Committee that the HOME consortium allocated a one-time, $1,700,000 HOME (ARP) award to the YWCA of Schenectady (doing business as Northeastern New York) for the Harbor House affordable rental project. "The consortium has committed one $1,700,000 in HOME funds to the YWCA of Skenctity doing business errors northeastern New York to construct and rehabilitate affordable rental units in the Harbor House project," staff said, and noted the project is expected to close on Sept. 24, 2025 with construction starting Oct. 1, 2025.

Committee members confirmed this award is the consortium
s allocation (not a separate city-only award) and noted ARPA funds were also previously allocated to the project. Staff said the city cannot release funds until other financial pieces are in place; the committee moved and seconded the resolution to award funds pending final documentation.
