DHHL RFP timelines: questions by Sept. 22, answers posted Sept. 28, applications due Nov. 2; contracts must be signed by June 30, 2027

During the presentation DHHL staff provided a detailed project calendar for RFP applicants. Staff said questions must be submitted in writing by September 22; the department will respond and post answers by September 28. The absolute deadline to receive applications is 2:00 p.m. HST on November 2. "You're encouraged to submit your proposal in advance of the deadline," staff said, noting applicants will receive confirmation within 24 hours of submission.

DHHL cautioned applicants that the funding comes from state general funds and will lapse by June 30, 2027; awarded grants must be converted into signed contracts by that date or the funds revert to the state. The department stated it expects to recommend awards at the January Hawaiian Homes Commission meeting and to work on contracts between February and May 2027 so grantees can begin projects by July 2027.
