Mr. Malamboi described climate change as a present reality for Zambia, pointing to droughts, floods and threats to agriculture, water and energy. He argued that countries like Zambia cannot "finance the climate transition alone" and called for "predictable, accessible, and affordable climate finance, technology transfer, and greater investment in adaptation and resilience."
The minister linked water security directly to climate resilience and said Zambia had actively participated in the preparatory process for the 2026 United Nations water conference alongside Finland. He added that Zambia is co‑chairing a dialogue on transboundary and international water cooperation focused on scientific cooperation and inclusive governance.
Zambia framed adaptation finance and technology transfer as matters of equity, arguing countries that contributed least to emissions should not bear disproportionate costs. The statement did not include specific financing commitments or donor responses.
