Members discussed whether the Trust or the housing authority would manage completed units, explored alternatives (condos with deed restrictions versus managed rental housing), and agreed the Trust would issue an RFP to an outside developer rather than develop in-house. The Trust asked staff to gather past concept materials and to prepare for public hearings to solicit community preferences on unit mix, affordability percentages and management arrangements.
