Franklin County commissioners unanimously approved resolution 2026-304 on Sept. 16 to accept a $4,447,800 Rural Arterial Program grant to fund all‑weather upgrades on Moon Road, County Engineer Craig Erdman told the board.
"Public works is requesting a $4,447,800 from the county road administration board in the rural arterial program grant," Erdman said during the presentation, describing a total estimated project cost of $4,942,000 and a required 10% local match of $494,200. The project is scoped to overlay about 4.9 miles (milepost 0.14 to 5.04) and include base stabilization and a hot mix asphalt overlay to correct minor deficiencies.
The board asked clarifying questions about per‑mile costs and whether the project included a railroad crossing; Erdman said the railroad typically maintains the crossing itself and the county would pave up to it. Commissioners placed the measure before the board and the motion to approve passed unanimously. County staff said signed documents will be routed for signature by county officials as required.
The project is intended to convert Moon Road to an all‑weather standard and is expected to span multiple biennia during construction and funding cycles. The resolution and related documents were approved as presented.
