A county official updated the court on local recovery efforts, saying Uvalde County has been performing temporary permanent repairs to restore access since the July flooding. The county road department has been documenting equipment use and personnel time for each road and is transferring that information into damage‑survey reports for FEMA project worksheets.
The official said county staff expect the recovery to continue for roughly 12 months to return roads to pre‑flood condition. "We look for this to probably continue without a doubt for the next 12 months getting all the roads back into pre flood condition," the official said. County staff (including Brandon and Carl from the road department) said they are completing assessments of remaining roads and will work with TDEM and FEMA to group roads into logical projects for PA eligibility and scoping.
County commissioners raised questions about whether each county road is treated as an individual project; Middleton replied that projects can be grouped by precinct or area and that TDEM, FEMA and local staff will coordinate the most logical grouping during scoping. County staff confirmed they can access FEMA Grants Portal and begin the RPA and damage‑inventory work to preserve eligibility.
